Suburban Rail Loop Project

The Suburban Rail Loop is a Victorian State Government Big Build project, managed by the Suburban Rail Loop Authority (SRLA)

 

90 kms long, it will connect every major train line from the Frankston line to the Werribee line via Melbourne Airport in many decades from now. The first 26 kilometre stage to be built from 2022 to 2035 is SRL East and will connect health, education, retail and employment precincts in Melbourne’s south east between Cheltenham and Box Hill. Conservatively, this Stage One East will cost an eye-watering $34 Billion.The second stage to Melbourne Airport is scheduled to be completed by 2056. There are no details of the third stage from the Airport to Werribee. This huge project is NOT a priority project for Infrastructure Australia or Infrastructure Victoria. At the very best, the cost-benefit ratio for this project is 1.1 to 1.7, not factoring in potential cost blowouts and an inadequate SRLA business case that does not meet the requirements of the Victorian Auditor General's Office (VAGO)

 

The first $3.6 billion tunnelling contracts between Cheltenham and Glen Waverley have been awarded to CPB Contractors, Ghella and Acciona Construction. The Tunnels North contract between Glen Waverley and Box Hill for the successful one of the two shortlisted bidders will be awarded in 2024.

Suburban Rail Loop Act 2021, page 11 states

"5. Suburban Rail Loop program objectives

(h)  to enhance opportunities for the Victorian community, Victorian businesses and the State to capture value created by the development of precincts, non-transport infrastructure, transport infrastructure and other investments in relation to the new orbital rail loop."

In the March 2023 Box Hill SRL Precinct Reference Group Meeting we asked for clear written information about the role and powers of the Suburban Rail Loop Authority in the1.6km radius from each new SRL station and its implications for the surrounding communities, noting that the 1.6km radius issue has already struck terror into the hearts of many residents caught up in those areas. Although it appears some of this may be misinformation circulating in the community, it is not going away and needs very clear written information on what is actually proposed.

After a couple of followup emails after the meeting, we finally received this email reply from the SRLA: 
"SRLA will work with the community and stakeholders including councils and the PRGs – leveraging the planning work already done for these areas – to develop structure plans for the six SRL East precincts around the new stations.

The structure planning process will commence later this year and will consider open spaces, community facilities, jobs, housing and commercial mix in the SRL East precincts. 

Where possible, SRLA will also partner with councils and other stakeholders to enhance and upgrade existing community infrastructure and develop new connections and amenities for locals. 

SRLA will become a planning authority for declared planning areas around the stations – these areas are yet to be determined by the Minister for Suburban Rail Loop. It is important to note that councils will remain the municipal planning authority.  

I’ve shared your email with relevant teams in SRLA, and we will provide a further update on Precinct Structure Planning to the PRG when available, both written and at future meetings.
